Permit receivers and issuers
Who can request a permit, who can authorize one, and how to grant each.
Two permissions control who can take part in the permit process, and they are deliberately separate.
Permit receiver
Can raise a permit request and be named as the permit holder. The receiver is accountable for the work being done to the permit: they brief the crew, they hold the document, and they notify the area operator when the job is finished.
Grant it under Users. Open the person, find the Permits section, and tick Can receive permits. Owners and admins have it without it being granted.
Permit issuer
Can review a request, sign as the issuer, and add signatories to the chain. The issuer decides whether the work has been assessed properly and whether it can proceed at all.
Granted the same way, under Permits on the person’s card. Owners and admins always have it.
The same person writing and authorizing their own permit removes the independent check the process exists to provide. It is allowed, because a small contractor may have nobody else, but on any site with more than a handful of people it is worth splitting.
Subcontractor workers
A subcontractor worker can be a permit receiver too. Open the subcontractor record, find the worker in the list, and tap Make permit receiver.
They can only raise permits for projects their company is assigned to. That is checked when the permit is submitted, not only in the project picker, so it cannot be worked around.
Tip. Grant this to the person who will actually be on the tools and holding the permit, not the office contact. A permit held by somebody who is not on site is a signature with nobody behind it.
